Scotts Hill is an unincorporated area on the US 17 corridor between Porters Neck and Hampstead. The county line between New Hanover and Pender runs through the area, so neighbours on the same road can deal with different county health departments. Check your property record or tax bill for the county before you call anyone about a permit.
On the New Hanover side, New Hanover County Environmental Health issues permits. On the Pender side, it is Pender County Environmental Health, and new construction applications in Pender go through the county Zoning department first. The state rules are the same on both sides; the forms, fees, scheduling and records are not.
The landscape here is low and wet in places, with tidal creeks feeding the sound to the east. Lots near the water deal with the same issues as Porters Neck and Hampstead: a shallow seasonal water table, setbacks from surface water, and less room for a replacement field. Inland lots on higher, sandier ground are more likely to support a conventional gravity system.
Growth along US 17 has brought new subdivisions alongside older homes on larger lots. The older homes are the ones most likely to have a system approaching the end of its drain field life, and sometimes a thin permit record. If you are buying one, get an inspection that pulls the county record from the right county.
For a new build on raw land in Scotts Hill, the soil evaluation comes first. The answer decides whether you are pricing a conventional field or an engineered system, and the gap between the two is large. Our Wilmington septic cost guide shows typical ranges for each.

Is Scotts Hill in New Hanover or Pender County?
Both. The county line runs through the area, so check your property record. Your county decides which Environmental Health office issues your septic permits and holds your system's records.
Are the septic rules different on each side of the line?
The state rules are the same. Each county runs its own application process, fees and scheduling, and Pender County sends new construction applications through its Zoning department first.
What should a buyer check on an older Scotts Hill home?
Find the county first, then request that county's permit record, compare the permitted bedrooms with the house, and get an inspection that opens the tank. Our [guide to buying a home on septic](/guides/buying-a-home- on-septic/) lists every step.
